A majority of career federal employees will no longer be able to receive the highest performance ratings, as the Office of Personnel Management moves forward with implementing major overhauls of the government’s performance review system. For the current performance review cycle, OPM is requiring all agencies to set a 40% agency-wide limit on the share of General Schedule employees who can receive the highest two rating levels, combined. A 40% cap also applies for ratings of career Senior Executive Service and Senior Professional (SP) employees. There are no limits on how many employees can receive lower performance ratings, OPM said in a Sept. 21 memo. “The 40 percent cap … is a ceiling, not a target,” the memo reads. “Agencies are expected to continue calibrating ratings based on genuine performance differentiation.” |

Manufacturing a reason to fire the other 60%. They do this in big corporations to churn employees, but none of the corps that do it are then known to have a hyper-effective workforce. They end up with just a bunch of metrics seekers who can't find a job elsewhere. Because the true high performers don't want to put up with that bullshit. |
