Shooting one bullet in the air can unintentionally kill someone where it lands. What the hell risk do these things represent if deployed near civilisation?

Well if used without care, potentially a lot, the deployment of these tools depends on humans making careful decisions about potential collateral damage from the angles of fire, which any professional military does (so not including russia).

Your point isn't wrong though, these are fused bombs so not only do you have to make sure the munition doesn't fail to detonate and land on someone, it could potentially become and accidental landmine.

This is why the ammunition cost is so high for these systems, a lot of engineering has to go into guranteeing these things if you don't want a tragedy to happen.
