That seems like a clear case of murder. Plus whatever it is when you endanger a lot of other people by firing a gun in a crowded area, and firing a gun at a driver who might die and crash.

Throw the book at him. Make an example.

But he's a cop so he'll probably get the minimum, if a jury even convicts.
