In all seriousness, I believe it's because this complex was made from an office building or other similar commercial structure. They tried to add more classical residential features to make it seem less sterile.

I wouldn’t prefer it over an outdoor balcony, but uhh… I dunno, has a sort of backrooms vibe to it.

I'm guessing this area was outdoor at one point and it's been renovated to be indoor but they only went as far as adding roof and floor, not really dealing with the stuff between.
