What do these icons mean, and how do they get set?

Hi gang! I've seen these icons for awhile, but I've always been curious on what they really mean. When I hover over these icons, the tooltip reads Very low reputation. Beware! But, this particular user's posts were all upvoted to some degree. Why would these icons be added if the user has posts in the positive? And why are there two of them?

This isn't some grand issue that needs solving, obviously, just curious about how it works. Thanks!

There may be deleted posts that were downvoted heavily.

Also post upvotes in some communities don't increase reputation while downvotes in those communities still decrease it (reply upvotes work normally).

And now I know. Thanks, Rimu!

Do we know why it always shows two icons instead of just one?

And how exactly does this work? Who implements these things, the community (mods), the instance, or the pyfedi software? Is it possible to see these choices, and possibly the reasoning behind them?

(sorry for the late reply I just stumbled upon this while searching fro something else)

The admin of the instance designates communities as low quality.

Thanks, that was quick.

And that implies that upvotes in those comms don't increase reputation, while downvotes do decrease it? Or is that something the instance admins can fine-tune in pyfedi?

Yes, it's all up the instance admins.
