I'm trying to understand the usual rule of thumb for a couple of account-bound items.

If I have a level 80 character and a low-level alt:

• Tome of Knowledge: is it generally better to use these on alts, or save them for spirit shards at level 80?
• Bag of Loot / level-scaling containers: should these always be opened on a level 80 character?
• Birthday Booster: is there any content where this is especially worth saving for, or is it fine to use casually?

I checked the wiki, but I'm looking for the practical veteran-player answer rather than the literal tooltip.
