Well, the bombs are already here, you can probably jailbreak them like an F-35. And AFAIK Germany didn't want to handover the plans for the Typhoon to get compatibility for the bombs.

The Typhoon gets upgrades too, latest model is called Tranche 5. Not sure about the official "release date", they haven't been built yet but are expected to be delivered in 2030 or so.

My guess is that as Dassault is difficult to negotiate with for the joint fighter program, they are pulling a 'look how unreasonable we can be if YOU don't get reasonable' stunt.
