One by one, the delegates were introduced to each other, but one particular individual caused a lot of confusion - Lesotho's Minister for Oceans and Fisheries. The South African delegation went into a huddle and there was a lot of discussion, an occasional pause and finger pointing, back to more discussion, before finally one of the South African ministers asked bluntly: "How is it that Lesotho has a Minister for Oceans and Fisheries, when it's surrounded by South Africa and has no access to the ocean?"
