How could I subscribe to Qobuz from a country in which it's not available?

My dad is open to the idea of switching from Spotify to a less abusive service, and Qobuz seems like the perfect fit. There's one problem though: we live in Slovenia, where it's not available.

I found this guide, but it's 5 years old so something would likely go wrong if I attempted to follow it.

From what Ive read, people are having an issue with making working PayPal accounts to complete registration. If you can't use an alternative payment method for the sign-up process, this video seems to be much more recent, though its US focused.
