If you need explanation of how this could work, in this community you can find articles explaining how Finland and Israel are doing it.

But I don't understand your frustration regarding the possibility that a part of the security budget is spent on literacy and awareness development. Why would you be upset about it?

don't overthink it, it was a dumb joke about my lack of reading comprehension getting me angry online
