The dev behind the Tesseract (a webapp for Lemmy) has a big list of users, communities and instances that Tesseract uses to filter things out. This list is obfuscated so it's harder to find what's on it and there's no way for someone hosting it to disable the filter. The meme is about the nearly 3,000 users that this list filters.

Further adding to the duplicity was that Instead of displaying a note that anything was banned, it returned a generic error message as if to make users think there was only a technical issue.
