It uses assets from the latest arm64-v8a version (v2.4.379) on Google Play. Since game is F2P now (with IAP to remove 30-minute play time limit), it's fairly straightforward to install and export the base game as split APKs (with tools like SAI, X-plore, etc.). The only headache is game also downloads some music assets ("data_music.wad") into a privileged folder ("/data/data/com.rockstargames.gtalcs") that can't be accessed without root.

"data_music.wad" is optional for this port. If you want to use it, make sure to run the game at least once after installing it from Play store. It downloads extra music assets on 1st start.

If you no longer have any rooted Android device, it's still possible to extract "data_music.wad" from an Android VM with root access. Here is a short video on how to do this: https://www.youtube.com/watch?v=j5E0hGfozdE&t=191s
