A guy is trying to hold many limes. There are too many of them, so some are falling out of his arms. He is taking the situation rather humorously, with a laughter. There are captions saying: "why can't i, catch all these exceptions?" with a bunch of Scheme "(raise )" with the limes right after the "raise" and before the closing parentheses. The limes and not being able to hold them all is a metaphor for exceptions, a bad idea in programming language design, and the impossible task of correctly handling them all.

Handling errors in some programming languages is a pain in the arse because unexpected errors bubble up at you as exceptions from unexpected procedures. Other than reading the documentation or reading the source code, there is no way of knowing that in advance. Maybe using 3rd party tools, I don't know, but that's also a huge pain in the arse.
