Another interesting one from the new release. This is an FBI FD-302 documenting an interview with a witness who says he has 25+ years of experience using night vision.

Two people were driving through a mountainous area at night in rain/heavy cloud cover when they started seeing dull red lights moving around the ridgeline. Through NODs they appeared “orb-like.” They watched them on and off for hours.

The weirder part comes later. One light approached to an estimated ~400m away, another descended to “approximately 6 feet off the ground,” and a third apparently descended into a dry wash ~100m behind them. They could see the glow moving through the wash. No exhaust and “no audible sound signature.” They also tried to acquire the objects with thermal optics and couldn't.

Then there's the part I find especially weird: the witness checked his mechanical watch and found it was 25 minutes ahead of his phone, the vehicle clock, and the other witness's digital watch. He says he'd owned it for ~5 years, it had never been off by more than 60–90 seconds, and he'd checked it around 10pm that night and it was accurate.

He deliberately didn't reset it for 24 hours to see what happened. The watch “continued to keep accurate time but remained 25 minutes fast.”

Obviously this is still an eyewitness report, not the FBI validating what caused any of it. But the combination of two witnesses, extended observation, low apparent altitude, NODs, attempted thermal observation, and especially the weird one-time mechanical watch offset makes this one pretty interesting.
