So what's new? Based on the new rules, it seems Ukraine still wouldn't get to host at home, while Israel would. |

I think the new rules specifically are designed to prevent Israel from hosting the event, since they're in a "sensitive geopolitical situation", while still keeping them in the competition. |

I think the new rules could mean that Israel doesn't get to host either. But you are right. This part changes very little. It's mostly just codifying a rule that was already in effect but wasn't written down before. The other changes however are actual changes. The minimum age for participation was 16, now it's 18. And juries in the semis are now less powerful. There might be some more changes coming in the next couple of months. Some outlets are reporting that the EBU is considering a new voting system where viewers rank their top three acts. Such a system would likely reduce the televote points of Israel |

The situation also has to materially affect the country, but they'd probably argue Israel keeps itself safe and secure. |

Why would they? Keeping Israel in the contest is one thing. That's just politics. Having them host is a whole different beast. Suddenly it's logistics. You have to guarantee the security of roughly a 100 thousand visitors (3x3 shows with up to 15k visitors each + press, talent and delegations). What if Hisbollah manages to hit a target in Tel Aviv during the week. Do you really want to take the risk? For a couple of political points? |

Sensitive geopolitical situation is a bit vague. |
