The link below looks like the advice referred to in the article about needing to engage State Government. Not a hige rationale though, so maybe theres more information somewhere. The conclusion about aiming for the two train stations to be servicing 8 different precincts seems intuitive. Those are fairly major roadways crossing those areas, the only way you connect them is by sinking more major roads as tunnels.
