No they won't. There are much less sites then there used to be. Piracy used to be much much bigger and has shrunk over the years.

Hell you can say the same for the internet in general.

"Cracking down" on pirating sites is the simplest thing in the world. The reason they exist is a service problem. Fix the problem, this removes the need for those sites to exist, and they go away. Add the problem again, they pop up again.
