Certainly something happened with the color processing.

I hate to say it, but there's another angle as well-- as readers, we naturally sort of assume that other readers across the States / International Scene will see exactly the same version as we do, but in fact, there's a looong history of various strips being censored or even fundamentally altered by the local publisher, anticipating their readership' reaction.

I trust I don't need to explain any further in this case. (note, I'm only throwing out some possibilities, and don't know for sure about THIS particular strip)

Breathed also sometimes reuses concepts, so it wouldn't surprise me if both strips ran in the US at different times.

I don't see a date, so it's possible the Wall Street one could be one of the "backup" strips newspapers had available in case the intended strip was unavailable for some reason.

IIRC the one Johnny posted is from Billy and the Boingers - Bootleg, which was published in 1987, of strips from 1986. i checked, my memory did not serve me, and it is from the next book, Penguin Dreams and Stranger Things.
