Joint statement by heads of state and government, published September 2026, warns that rapid development of frontier AI models poses serious safety and security risks if not managed. It calls on companies to adopt transparent safety protocols with pre-deployment testing and independent evaluation; on governments and regional organisations to coordinate common standards, transparency and shared incident reporting; and on UN member states to explore an international institution able to set standards, enable verification and convene states when capability thresholds are crossed. The statement remains open for endorsement by other leaders.
