Late yesterday's trilogue on the Child Sexual Abuse Regulation (CSAR) ended without a deal to permanently legalize mass scanning of private communications. The European Parliament's negotiating team blocked the Council's proposed "Search Plans" for private chats. A preliminary political agreement was reached on scanning publicly accessible content and on the tasks of the EU Centre. Technical negotiations on rules for non-public content continue in October, with another trilogue expected in November. The Council still seeks to keep the voluntary mass scanning regime of Chat Control 1.0 as a loophole.
