When US left Afghanistan, it confiscated their treasury holdings of $7B. To this day, the Iraqi government unanimously wants US to leave, but all of their oil revenue (source of full Iraq budget) is held in US.

A difference in this model is that "proceeds will be used to fund US and Venezuelan interests" is much more overt theft, if it is not genuine investment in Venezuela, even if the Iraq model is still theft.
