“Chiapas East Wind TV” is a WeChat public account dedicated to documenting labor rights issues. Its editor-in-chief is Feng Rui, also known online as “Xiaowu.” He graduated from the Chinese Department of Beijing Normal University in 2017 and has published annual reviews of labor rights incidents for five consecutive years. His 2025 Review of Labor Rights Incidents runs to approximately 100,000 Chinese characters and cites 589 sources, including nearly 40 government websites and more than 70 official and state-owned media outlets. The account’s last update was posted on February 15, 2026, and consisted of a poem.

On September 14, 2026, Feng Rui was placed under criminal detention by the Yuexiu Branch of the Guangzhou Public Security Bureau on suspicion of “picking quarrels and provoking trouble.” He is being held at the Yuexiu District Detention Center. The case reportedly centers on his publication of the 2025 Review of Labor Rights Incidents. As of mid-October, his defense lawyer had submitted a formal letter of inquiry to the police challenging the legal elements of the alleged offense and the lawfulness of the investigative procedures, while also requesting bail pending trial and other relief. The procuratorate is expected to decide whether to approve his arrest by October 21 at the latest.
