IIRC is used to mean "to press someone into service on a ship". I guess Shanghai got famous for it, but that kind of thing was also common in european harbors.

Wiki linked above says that Shanghai was the destination, not where the abduction was done.

It's true. Humans are terrible. I mean, so is everything else on the planet, but we are a whole different category of terrible. At least we're trying to get better?
