The Anarchist Exclusion Act, or the Immigration Act of 1903, was a law of the United States regulating immigration.[1] It codified previous immigration law, and added four inadmissible classes: anarchists, people with epilepsy, beggars, and importers of prostitutes.

Pretty comprehensive, also banned idiots, polygamists, people who have recently been insane.

Eugenics. Back then the ideology was that anyone with physical/mental disability was "impure" and should be prevented from passing on their genes.
