Correction: the trolly is diverting funding appropriated by congress for necessary functions to have drones and snipers installed on the trolly so he can kill all the people on the tracks and all the onlookers and anyone who talks bad about the event, because he has dementia and one of the symptoms of dementia is dropping the mask to reveal your true personality, which is a trolly made of pure evil in this instance.
