HeliBoard is a privacy-conscious and customizable open-source keyboard, based on AOSP / OpenBoard. Does not use internet permission, and thus is 100% offline.

I've been using this keyboard for a couple years now and I really like that it's just a keyboard. No fluff, no bloat, no internet required. Just a good keyboard.

Probably the one and only FOSS multilingual keyboard app out there. It is just great.

It just blows my mind that things got to the point where we have to seek a privacy focused not-internet-connected keyboard when that should have been the default all along.
