If you consider the US during that era to even slightly lean left then you have no familiarity with left wing policy and ideology...plus there was the whole, "oh shit, Communism is growing in popularity, quick give them the most bare bones social safety net so they don't get angry enough to demand actual socialism" thing before they could get the cold war facade up.
