The only non voters are the children, immigrants, and other minorities who've had their votes suppressed. Everyone who got a vote, and got a chance to vote, voted. Some people didn't submit a ballot, and their vote was counted as neutral. This is the mathematical effect of choosing not to vote. Mathematically, there is no non voting. Call them neutral voters. Don't let them dodge accountability for their choices. |

I don't think you thought this through in a correct way. Someone who either could not vote or could vote and then chose not to vote would be a non-voter. A neutral voter would be somebody that fills in the blank "none of the above" on every single ballot. |
