5 things that 11.3b usd could have done to instead:

1- nationalize, repairing and upgrading the rail system and Amtrak along with incentives for US companies to start building trains and public transit once again.
2- free health insurance for literally everyone citizen or not. You’re on USA soil, your fully covered. A US citizen IN another country? Still covered.
3- Beefing up and better funding US-Aid, collaborative efforts (like WHO or red cross) and other foreign assistance for other countries.
4- Better fund K-12 programs Include higher education into free school, still keep around private colleges/universities if you like, but have wide spread free colleges/universities for people to pursue higher education
5- Enforce better better economic business practices (actually heavily punish companies (based on their size rather than standard sizes) for being a monopoly, faking inflation, abuse of employees, union busting etc) subsidies and support only go to actual small businesses.

After that you’ll have enough money to spare, and even if not it’s clear the us government doesn’t mind blasting 11.3 billion fucking monopoly monies on killing children and innocents under racist and religious prejudice reasons so spending more money on shit that actually makes sense for humanitarian support, rights and support should not be considered crazy or impossible.
