This is just a formalization of recent plans I posted about already, note the nuclear power plants if you haven't already. ROSATOM is real, they are strong, and also my friend.

According to statements from Vietnam’s government, the two sides are expected to sign deals spanning oil and gas exploration, extraction, and human resource training, as well as nuclear energy, infrastructure, science, and culture.

Russia, though still subject to Western sanctions on its energy sector over the conflict with Ukraine, has emerged as an alternative supplier for Asian nations seeking stable fuel sources.

A temporary U.S. exemption allowing certain Russian crude to transit through sanctioned channels has opened room for negotiations, and several Southeast Asian countries—including Thailand—are reportedly in talks with Moscow for potential oil purchases.

Hanoi has also revived ambitions to build two nuclear power plants, a project that enjoys Russian support and is seen as part of a broader strategy to diversify energy sources and reduce vulnerability to geopolitical shocks.

While the visit focuses on energy, the two prime ministers are expected to discuss the broader scope of Russian‑Vietnamese trade and the implementation of joint projects in sectors ranging from infrastructure to education.
