Like so much else, I'm left asking "Banned by whom? What's the punishment for a violation?"

If there's some kind of all-powerful skyward force that can step in and end these atrocious practices, I'd be interested in learning more. But this is a step or two shy of announcing "War is Bad". Like, I cannot believe Pope Leo would approve of a bombardment if it came exclusively from ground based artillery.

But you're still left with the question, "How does any one nation end war?" How does an entire continent? A planet full of countries, even? The UN was supposed to be the conduit for peaceful reconciliation of international disputes. The Hague was supposed to prosecute war criminals. But what happens when a powerful national leader says "Fuck you, I'll do what I please?" There is no material check on the world's largest militaries. At best, you can maybe suck them into a quagmire for ten or twenty years, until their gears of war are clogged with the bodies of your dead.

The punishment is aerial bombing.

Seems like a winning strategy, per Ukraine-Russia and Israel-Iran.
