Now, finally, I understand something important..

The childish felt-need to have social-feedback on one's importance, which motivates "a group claiming responsibility for" some action..

targets them.

Make them much more likely to be removed, by the regime, quickly.

The optimal method would be to act silently, without any social-feedback-seeking, & thus keep remaining effective..

which is .. "impossible" for the social-process-centered people to do?

Took me nearly 0.6 century to understand that simple point.

WW2's resistances were more competent in this kind of thing, than we nowadays are?

Let me briefly explain how this all works. These so-called partisans aren’t partisans at all; they’re people facing dire circumstances, whether it’s debt or other hardships. They’re sought out and recruited by the SBU as disposable assets, lured by the promise of money or through blackmail. They carry out attacks, document them, but the money never comes.

"Debt or other hardships" seems like a perfectly good reason to turn against your invaders if they're responsible for causing your debt or other hardships.

I also seem to distinctly remember many Ukrainians giving Russian invading troops sunflower seeds, or protesting their occupation on their town squares...
