Yes, but also, they know police are tools of the ruling class to maintain their power over the population, so by removing the police, the us and Israel are hoping that people will be able to revolt easier. Buuuuut I dont think many of the Iranian population want the us to put boots on the ground, the us won't be greeted as liberators.
