All persons born or naturalized in the United States and subject to the jurisdiction thereof, are citizens of the United States.

The "All persons born or naturalized in the United States" part isn't exactly ambiguous. Do we want to have a ruling that asylum seekers aren't "subject to the jurisdiction thereof" and thus can't legally be fine, imprisoned, or deported since the laws of the US won't apply to them until they're naturalized?

Or are we gonna get a "non-white people aren't 'persons'" argument?
