This is one of the basic benefits of "privatization" and one of the main reasons Republicans pursue it.

The main benefit is that it allows for rampant corruption. The politicians can collect bribes in exchange for granting contracts, then collect ongoing kickbacks, or better yet, grant the contract to a company owned by relatives or cronies.

But a sort of bonus benefit is that it allows for brazen incompetence, negligence and malfeasance, since the politicians can point at the contractors and the contractors are hidden from view and not answerable to the public.
