You can find it in Japanese convenience stores like familymart, buy it for a few bucks, scan the QR code to go to their website and buy a very reasonably priced data plan for whichever country you're going to.

Physical sim card, data-only, no phone number.

It has been extremely useful this trip to the point I'm looking into more expensive sim card options that are truly global.
